Then it was Chapman running to Shelly to cry later, because he couldn’t believe Gilmer County voted Ramsey in after what all he had told them. Larry was always leaving voters with the thought … “Is he a pitcher or a catcher, that queer candidate for County Commission?”

Brian Kennedy in a Gilmer County Commission meeting refused to make progress on the Willard Cottrill estate because of a CIVIL ACTION – well this document is PROOF – the civil action is OVER as of January 2014 officially, signed and sealed by the Supreme Court. The Council of Concerned Citizens want to know why GERRY HOUGH was present for the original court hearing in a Judge ALSOP court, and just what was his interest in being there. Obviously he has taken the side of the people that murdered Willard Cottrill for his land, property and thousands in cash saved in the bank and a lock box stolen by Venita Cottrill Murphy, minutes after Willards body was carted off by some weird dude that works at the questionable funeral home without even pronouncing Willard dead officially by a medical examiner. In other states that scenario is actually illegal, but in Gilmer County anything goes because Gilmer is home to the CROOKS from Crooked County that live down by the Crooked River!!!

This article has received thousands and thousands of hits since it was originally published and has generated a lot of e-mail, and I have even had people contact me on my Facebook site about the corruption in their county in West Virginia and that Gilmer County may be the most corrupt county in all of West Virginia, but certainly not the only county that is corrupt.

Currently as of January 2014 we are working on the Willard Cottrill Murder and gathering documents about the land fraud that involves the Gilmer County Commission and the Willard Cottrill Estate that is now in its forth year without any HOPE of being settled.
No lawyer or fiduciary commissioner in his right mind will take the case because everybody knows that Willard was murdered and the matter has been covered up by the prosecutor Hough because he took a check from Sally Bozeat the former wife of Willard as early as 2006 regarding the will. Then a little further down the road in October of 2010 Gerry Hough accepted a cash bribe from Mike Murphy the executor of the estate that is in for a big surprise soon. Mike stole all the money out of the Willard Bank account 20 days before his wife Venita Cottrill-Murphy killed Willard with a concoction of drugs on 20 October 2010.
“A formal complaint has been filed against Dr. Hilary Miller of Glenville for prescribing morphine to Willard Cottrill without ever seeing the patient and she responded to the D.O. Medical board about the complaint filed against her, but she LIED and said Willard was under hospice care!!”
NEVER has there been any record of Willard Cottrill being under hospice care. When this reporter called the person in charge of the investigation Diane Shephard from the medical board she confirmed Miller did respond, but said the matter was a hospice matter and that is why she prescribed morphine.
Again that is a complete and total lie and there is no record of any hospice care given to Willard Cottrill.
Sheriff Gerwig has been caught in a lie by giving false information pertaining to FOUR FOIA legal requests sent to his office and may face some legal difficulties and a law action against him and the commission very soon.

The bitterest pill of all is the knowledge that if political corruption were an Olympic event, Gilmer County would be a 55 to 1 favorite to take home a Gold Medal!

Reports of the recent “Visions” meeting with Commissioner Brian Kennedy in the lead indicate it took a predictable and useless direction as he tried to “Listen to the wind blow” to see which side his political bread was buttered on that day. Two public meetings revealed overwhelming majority support of bringing 911 services back toGilmer County. The message was clear to anyone but Brian Kennedy who stated he did not really support it unless they could raise taxes with a levy to pay for it and whose feeble attempt to assert the levy vote in a run on sentence of nonsense when he thought no one was paying attention didn’t fly. Thus failing in his effort to achieve his real goal of pandering to Lewis County, giving them 911 along with the schools, he called for a “Poll” to answer the question which was the sole purpose for having those Vision meetings to begin with. Finding no way out he suddenly lent his voice to a “Block” of invisible people who“Don’t want 911 back here”. Out of Brian Kennedy’s made up lie of 150 voices we hear not one attended. but the real people he supposedly talked with during the storm had told him they were having a hard time and could not afford another levy as did those sitting in the room.

Sarah Rutherford shown in this regional jail mug shot above allegedly became involved with another PBHS student younger than 18 by initiating contact with the victim at the school to “solicit a relationship.” The criminal complaint states that Rutherford and the second victim had daily contact with each other, and allegedly three incidents between the two occurred at least once. Rutherford allegedly provided the student with alcohol, marijuana and Klonopin at her home; she provided the student with money to purchase marijuana for her, which he complied; and Rutherford took the student to her home, where she provided him with alcohol, marijuana and engaged in sexual intercourse. “The defendant told the victim not to tell anyone about the sexual intercourse because they could get in trouble since she was a teacher and the victim was a student,” the complaint states
Of course, the existence of any such “Voting Block” is the furthest thing from the truth; this issue has nothing to do with whether you are “for bringing 911 back or not”. Everyone knows Gilmer County needs jobs and economic improvement desperately. Everyone uses 911; everyone with a phone pays for it with Gilmer County dollars.
No one denies the services should have been kept here to begin with and that Chapman and Kight gave it away as yet another political favor. To the people paying for the service, the real issue is about math. It’s about business and what makes sense. It’s about growth and support of the communities they live in. To the politicians it’s about keeping future job connections in outlying counties and placating the state to curry favor that enhances Morris chosen political aspirations. It’s all about them and the real question should be how much longer.
Those with strong convictions, the ones who know the real difference between right and wrong don’t sit still in fear. They don’t deny and lament the inevitable, not for long anyway. They get busy informing their neighbors, their community. They work hard to expose the truth. On the other hand, local politician Larry Chapman stood at a meet your candidate and made it plain that he wouldn’t fight any battle he didn’t think he could win to explain his inaction on the school takeover.
Barbour County Sheriff John Hawkins arrested Sarah Rutherford, 23, a Glenville State College graduate and long time Gilmer County resident, for allegedly engaging in sexual relationships with two students and providing one with drugs and alcohol. The criminal complaint against Rutherford says she became acquainted with one of the victims, a student of hers at PBHS, in August and September. Although the boy was barely old enough to grow pubic hair the two began text messaging and Rutherford invited the student to her home, located in Barbour County, where she and the student allegedly had sexual intercourse, after smoking marijuana, drinking and taking drugs. In May, Sarah Ann Rutherford a Glenville State Graduate, that became a high school teacher in Barbour County, was indicted on two felony counts of delivery of a controlled substance for allegedly providing Klonopin, and some top of the line good countrified Gilmer County pussy that also included some marijuana to a minor sometime between October and December 2010. The Bitch was headed for prison, just like she deserved, then suddenly, just months ago, everything changed after they let some time go by on purpose so everyone would forget!
Just 28 days ago, from this date Friday 27 July 2012 — Rutherford admitted to smoking marijuana with the same student to whom she provided Klonopin and alcohol! That is NOT a misdemeanor!!
As part of the plea agreement the last Friday in June just last month, the felony charge of sexual abuse by a person in the position of trust of a child was dismissed and replaced with a misdemeanor charge of battery. The change was made under the condition that Rutherford plead guilty to the misdemeanor battery charge and two misdemeanor charges of contributing to the delinquency of a minor.
“The state agrees to move to dismiss the remaining counts in these two indictments,” Circuit Judge Alan D. Moatssaid.
Moats had ordered the state Department of Health and Human Resources to release records to the court as a result of Dyer’s motion in a hearing Tuesday. After reviewing the documents in their entirety, Prosecuting Attorney Leckta L. Poling recommended the felony count of sexual abuse by a person in the position of trust of a child be reduced to battery.
“The state received the documentation from the DHHR on June 26. After reviewing that documentation in its entirety, the state is aware that there are inconsistent statements with the victim,” Poling said. “Those are obviously issues.”
The documentation was confidential and had not been released to any person, including the court, according to Moats. The judge also stated that it appears the victim has given contradicting statements, one denying the relationship and one alleging the “conduct” took place. A testimony from another minor at Tuesday’s hearing also contradicted some of the statements, officials said.
“The court understands that such contradictions are not at all uncommon in cases of this nature pertaining to children; however, it puts the prosecuting attorney in a quandary to present a case to a jury,” Moats said.

Prosecuting Attorney Poling met with the victim of the alleged sexual abuse, who is now 18, and his father, who she said “are in agreement with the reduction of the felony offense to the misdemeanor battery.”
Poling also believes, based upon the records in the evidence, that the community and school students are protected with the additional condition of the plea agreement that Rutherford voluntarily gives up her teaching certificate and will no longer teach in the future. However, I have to say this Poling must be in reality some dumb pollack ! For she is absolutely talking out her ass, if that is resolve to the sex with high school students issue!
With NO PUNISHMENT meted out this shit will happen over and over and over again, and the Bitter Truth about this part of West Virginia, is that some attorneys and prosecutors have their heads completely up their ass and have no sense of what the real world is all about and live in a world where there are different laws for different people.
For Poling to allow a plea bargain on a high profile case like this she truly has to be about a dumb bitch, or else why go to the trouble of arresting that off the hook whore Sarah Rutherford anyway! Jesus!

A sentencing hearing will be set for a later date, according to the clerk of courts of Barbour County yesterday afternoon.
For the two misdemeanor charges of contributing to the delinquency of a minor, there is a possible penalty of up to one year in jail or a fine of no less than $50 or more than $500 or both. For the misdemeanor of battery, there is a possible penalty of up to one year in jail or a fine of $150 or both.
Moats ordered a pre-sentence investigation and said Rutherford’s bond would continue under the supervision of Probation Officer Heather Pride.
Rutherford had been scheduled to go to trial in the month of JULY, where a jury would not have appreciated her sexual prowess on unsuspecting high school youth and sent that evil bitch raised up as pretty as you please under the nose of the Lord of the Church of Ike himself, who reached down and saved that SEXUAL DEVIANT Sarah Rutherford — and did so, as a favor to her mother Joanne Rutherford longtime employee of MORRIS COLLEGE — And the church of Ike – NO MATTER HOW EVIL — NO MATTER HOW BAD- The Church of Ike will save those that bow to the Lord IKE MORRIS.

Gilmer County has a very long history of widespread corruption extending to law enforcement, education and deep within citizen organizations. Residents have stood witness to well-intentioned and capable candidates for political office getting their voices squelched by the corrupt politicians who have abused their power in the name of personal gain for years. The people of this Central West Virginia region who proudly call themselves Mountaineers have never been truly free from the depredations of political and financial corruption. Until that happens there will be no growth. That’s another taste of the bitter truth.
The vast majority of Gilmer County citizens are not corrupt; they are honest people seeking to make better lives for their families. Nonetheless, these same straightforward and sincere people seem to have become so unfeeling, so desensitized about corruption, so accustomed to a money talks attitude that many of them laugh at the thought of being able to remove elected officials whose name have become synonymous with self serving greed. They really want people to believe they are powerless to effect change and are truly a sick product of an even sicker society which surrounds them. Many simply ignore the unfortunate long line of always unethical, immoral and forever questionable legal acts of thievery which only serves to condone, promote, and perpetuate such behavior. It is said over and over that “everything in West Virginia is political except politics and that’s personal.” Maybe it’s time to start taking the trashing of your good name and destroying of communities “personal”. No time like the present to build a better tomorrow. Let’s get to work and take out the trash West Virginia and especially you Gilmer County, as soon as we take our medicine. Steve Canterbury the administrative director of the West Virginia Supreme Court called the Supreme Commander of the Central West Virginia Secret Seven Coalition Dan Bingman at home the first week in March of 2013 and wanted to know who should get credit for taking down Judge Watkins, and the reply was …
“Mark Halburn and Troy Sexton get first billing along with Lawrence Smith from the West Virginia Record, and then I have been contacting ALL the networks for the last SIX months, making contacts and submitting story idea’s and some to regional news outlets as well …we ALL did our share!”
Mr Bingman, then explained to the chief executive of the WV Supreme Court “Canterbury,” that if the SS had NOT gotten Watkins in front of a national audience there would have been no punishment, since Canterbury already said the judge was CONTRITE after the broadcast, and he was going to take no further action against the judge, stating the HUMILIATION of being made fun of on National TV was enough punishment, but then “Canterbury,” was forced to reverse his decision when he looked at other evidence, and succumbed to public pressure from the national press.
“Steve Canterbury, the administrator of the West Virginia Supreme Court announced that he would not seek charges in the case against Judge CHIP Watkins for proving himself to be as whacked out as the MAD LITTLE MIDGET Judge Richard A Facemire from Gilmer and Braxton County! When the SC of the SS heard that he went nuts and confronted the Chief Counsel of the Judicial Investigation Commission, Terri Tarr and little did she know that Lawrence Smith was right outside her office listening and recording the matter for history sake to prove to people that we were mad as hell and not going to take it anymore. Tarr promised the SS leader that ANYONE could file a complaint against the judge even him, but that “They” were not going to do it. Lawrence Smith of the WV Record over heard the entire conversation and then called the SC of the SS on the phone to report the matter brought to the attention of the JIC was carried out with professional execution. Smith now has a law suit against Terri Tarr for being a lying little bitch and Tarr has already been caught in the act of misconduct by the astute member of the Central West Virginia Secret Seven Coalition.
The issue had to be forced later, since the JIC was initially going to do nothing about the misconduct of the judge caught on tape. So now, after it ALL is said and done, a new and unique victory has been achieved by the exposure on national news and exposing corruption is the main function of the Central WV SS. They have been doing a damn good job of it since 2006 in WV, and have many victories. The public humiliation of Judge Watkins in front of a grateful nation is just one of the many SS Victories that are now history.
Terri Tarr Chief Counsel of the Judicial Investigation Commission recently did not even consider evidence against West Virginia Supreme Court Justice DAVIS having to do with a complaint that accused former Chief Justice Robin Jean Davis of not even reviewing the court record before authoring a majority opinion in the famous “Travesty of Justice,” case out of Gilmer County, that rendered an opinion of 3 to 2. All the facts that she based her opinion on were never even part of the court case, yet Tarr covered for Davis for that is what she is paid to do.
The Secret Seven Coalition was present from the beginning of the Nov. 27 evidentiary hearing on two statements of charges filed against William M. “Chip” Watkins III until the end of the hearing, taking notes and photos.
SS members with a special interest in the event that were instrumental in the demise of Watkins that were present were, Mark Halburn, from Putnamlive.com and also Troy Sexton and Sir Lawrence Smith.
Steven Canterbury the Administrative Director of the Supreme Court in the courtroom after the hearing of Watkins asked Lawrence Smith if he knew Dan Bingman and believed his claims of similar misconduct conducted by prosecutor Gerry Hough and Judge Richard A Facemire. Smith claimed to not only believe Mr Bingman, but was convinced of the misconduct by being sent the evidence for review.

Bingman has also been the subject of articles written in the West Virginia Record for his court cases and filing of official complaints against Chief Justice Robin Davis, and an official filing against the corrupt Crooked County prosecutor.
Judicial Counsel Rachael Fletcher Cipoletti along with Judge Watkins agreed to proposed sanctions, including the costs of the investigation and court proceeding. A proposed 90-day suspension without pay would be stayed while he addresses deficiencies and undergoes counseling and judicial training.

Cipotletti the Chief Counsel of the ODC is considered to be just another CROOK at the Supreme Court in Charleston and was brought in to try to get the judge off on a light sentence, but what many people didn’t know is that the SS was working behind the scenes to try to FOIL that CROOKED PLOT by Cippoletti who may have her own hearing to go to, once the FBI is informed about all the facts of her suppressing evidence against Gerald B Hough Gilmer County Prosecutor, and a tape played for officials recently that showed misconduct by Richard A Facemire that is engaged in the same misconduct as Watkins.

In July 2012, JIC issued its first statement against Watkins stemming from a complaint filed by Steve Canterbury, the Court’s administrative director. In it, JIC said Watkins not only failed to timely issue a ruling on a division of property between John J. and Nancy Black but also upload domestic violence orders to the Court’s registry.
The second statement was filed in August of 2012 stemming from complaints filed by Rev. Arthur D. Hage, Sharon Stinson, Robert R. Harper, Sr., Tammy Jo Lambert and Mark Halburn. The statement alleged Watkins either verbally abused them when they appeared as litigants in his courtroom or had contact with him.
Both statements were later combined into one.

The Butcher Bitches father R Terry Butcher and his brother Timothy B Butcher one time Board of Governors at GSC did not do an accounting on the AJ Woofter estate after being asked by SIX attorneys over a period of five years. Judge Richard A Facemire protected the Butcher and Butcher law firm in Glenville, West Virginia and the Crooked County Sheriff Mickey Metz who we found out was dumb as a rock and never even had a GED for education refused to even investigate the matter of alleged embezzlement.
In exchange for Watkins admitting to all of the allegations against him, JIC recommended he receive a three-month unpaid suspension. However, it recommended the suspension be stayed provided he agree to be monitored by another judge during that period, and not commit a “substantial” violation of the Code of Judicial Conduct.
Also, JIC recommended Watkins undergo “intensive counseling” to include anger management, take “immediate, effective remedial measures in his office” and undergo six hours of judicial training specifically in the area of domestic violence.
In its order, the Board said Watkins’ “testimony made it appear to [us] that [he] was less than sincere.” It cited, among other things, when Halburn asked him to turn and face him when he was given an opportunity to address the Board, Watkins “turned his chair, leaned back, crossed his arms, and glared at [Halburn] in an angry and confrontational manner.”
Also, the Board said not more than a month before the hearing, Watkins continued to blame others, specifically the Court, for his problems. Along with accusing it of “kowtowing to public opinion,” Watkins said the Court was making a mistake in allowing disciplinary action against “the best family law judge in West Virginia, without any question” to proceed, the order said.
In its order, (see link below for order in PDF file) the Board noted that under both the state Constitution and Rules of Judicial Disciplinary Procedure, the maximum penalty Watkins could receive was a consecutive one-year suspension and $5,000 fine for each Code violation. Since there was little precedent in West Virginia that a judicial officer was suspended for almost a quarter-century, the Board, citing similar case law from out of state, opted to recommend Watkins be placed on hiatus for the next four years.
Special Judicial Disciplinary Counsel Rachael L. Fletcher Cipoletti which the SS considers a CROOK just like the Crooks from Crooked County, announced to the Judicial Hearing Board that prior to the hearing Watkins admitted to all 30 violations of the Code of Judicial Conduct in both statements.

“The West Virginia Judicial Hearing Board says the Putnam County family court judge should be suspended without pay until his term ends in December 2016!”
The hearing board’s order is stiffer against Judge William Watkins III than recommended by state Office of Disciplinary Counsel during their last hearing.
But the Judicial Hearing Board, which conducted the landmark hearing, says in its order that’s not enough but instead Watkins should be censured “on each of the 24 violations of the Code of Judicial Conduct.“
